ROCHESTER — A total of 170 employees were paid more than $100,000 in 2024, with 145 on the city side and 25 for the schools.
This look at Rochester’s city salaries and school salaries comes as city leaders are about the enter budget season, when they will determine how much money they will bill taxpayers for the upcoming fiscal year.
Rochester city salaries
Katie Ambrose has been named Rochester’s next city manager.
City Manager Katie Ambrose was the city’s top wage earner in 2024 at $235,299, followed by Police Chief Gary Boudreau at $219,607 and Fire Chief Dennis Dube at $210,395.

Police, fire and other city administrators round out the top 10 wage earners as follows: police Sgt. Nicolle Knox, $205,846; fire Capt. Eric Lenz, $201,056; deputy chief administrative officer Kimberly Conley, $197,669; fire Capt. Steven Plante, $193,989; fire Lt. Devon Pageau, $191,795; director of city services, Peter Nourse, $189,715 and director of finance Mark Sullivan $185,737.
Police and firefighters are often high on the wage earners’ list due to working significant overtime hours.
Rochester School District salaries
Superintendent Annie Azarloza tops the list, at $170,000, followed by Assistant Superintendent Alison Bryant at $143,534. Azarloza was placed on leave by the School Board on Feb. 24 without a public explanation.

Other top wage earners include Justin Roy, principal of Spaulding High School, at $138,505; middle school Principal Ryan Gilpatrick at $130,938, Chamberlain Elementary Principal Erin Mahoney at $120,000 and East Rochester Elementary Principal Christine Hebert at $118,108.
More top wage earners include Sarah Camus, district coordinator of special education, $125,080; Daniel Heeter, Air Force ROTC, $121,440; Adriana Komst, director of finance, $120,000, and Michelle Halligan-Foley, career technical education director, $119,224.
